Which of the following most accurately describes the problem?

• Preserving nice views of the countryside is more important than truck drivers' welfare, a planning inspector said last week as he threw out plans for a service station at Bolney, West Sussex.

Inspector Jim Palmer admitted his decision would leave truck drivers uncatered for but said council attempts to protect the countryside were more important.

Palmer called the A23/A272 Bolney roundabout service station unnecessary—after pointing out that a nearby service station at Hickstead doesn't offer facilities for trucks.

"The Secretary of State for the Environment agrees that the need for better HGV services is less important than the need to protect the countryside in this case," Palmer says in a letter dismissing the application, "I don't want to get involved in this," a Government press officer said, "I can't comment on a planning inspector's decision."
