Which of the following most accurately describes the problem?

NO INCREASE ih the number of Spanish road haulage permits will be made this year, as the Spanish authoruities failed to agree terms with the UK at a recent meeting.

The International Road Freight Office in Newcastle will issue no more period permits, and no company will be given more Spanish permits than were used in 1981, unless documentation of a specific load can be provided, together with evidence that the company has used all its remaining valid permits.

New companies will not receive permits unless they also can show evidence of a specific load.

IRFO says there is no need for rationing, but hauliers should "show restraint" in demands for permits, especially as single journey permits for Spain are valid for two months only.

Maximum use should be made of period permits already issued, the Department of Transport has said. Allocation of perits for next year will be based on use of this year's allocation.
