• At an EEC Council session on transport on June 4 Dutch and French spokesmen both emphasized that implementation of the Community's transport policy should be speeded up. The Dutch think that bilateral quotas hinder road transport and that the present system should be replaced by a capacity regulation based on individual needs of haulage companies. They are against arbitrary sharing-out of traffic and would prefer intervention to be aimed at preventing -structural over-capacity", and at rationally developing the optimum employment of the road haulier.
