• According to a recent Highways Agency report, about 75% of the delay due to road congestion has a predictable cause: 65% is recurring (due to regular rush-hour congestion, for example) while 10% of the total is due to roadworks (known in advance to the authorities, if not to operators). The remaining 25% is due to incidents caused by bad weather, road traffic accidents, etc, but this 25% is unpredictable and Is the most important part to deal with.
