Which of the following most accurately describes the problem?

• Gloucestershire County Council is launching a crackdown on the use of 44-tonne lorries being driven throughout the county because they are causing "absolute mayhem" on the roads.

The council's environment committee has backed a strategic report which includes a plan to spend 150,000 a year on encouraging freight off the reads and onto rail and water to "spare its peaceful villages from heavy juggernauts". Rail terminals at Quedgeley and Ashchurch will be secured for rail freight, says the council's assistant director of transport, Barry King.

He adds that a new report from consultancy company Hakrow identifies rail-freight opportunities in the county.

Now the council plans to set up a network of "lorry routes" to keep 44-tonners out of rural areas, and it will be working closely with the police to ensure that weight restrictions are obeyed.
