Which of the following most accurately describes the problem?

• Prospects for a second crossing of the River Severn between South Wales and the south west of England look increasingly bright, with the Government apparently ready to consider two schemes.

The first, which would consist of a road bridge, would cross the Severn at the line of the English Stones.

Transport Secretary, John Moore, told the Commons this week that the finishing touches were being put to a consultant's report on a new Severn crossing. He plans to make an announcement in the Commons shortly, in consultation with Welsh Secretary Nicholas Edwards.

The second proposed Severn crossing is a barrage, put forward by the Severn Tidal Power Group. The barrage's prime purpose would be to generate electricity, but the STPG claims a dual carriageway could be built across the barrage for an additional £120 million to £180 million.
