Which of the following most accurately describes the problem?

• MPs approved this week the changes in drivers' hours due to come into force at the end of September.

Roads Minister Peter Bottomley told the Commons on Tuesday that the deal hammered out in negotiations with other Common Market countries was the best that could be achieved.

It would allow drivers more rest time, more nights at home, and should satisfy drivers and hauliers. The minister's optimism came after the giant Transport and General Workers' Union had mounted a last-ditch campaign to persuade the Government that longer daily driving hours could lead to more accidents.

Transport Secretary John Moore told MPs this week that he would consider the proposal by Tory back bench(' r Conal Gregory that HGV drivers should be given a personal log book.
