Which of the following most accurately describes the problem?

THE M58 link between Aintree, near Liverpool, and Skelmersdale will open for traffic on August 22, following completion of work at the Maghull end of the scheme.

Lancashire County Surveyor Harry Yeadon told the county council's Highways and Transportation Committee that there had been some delay because of crossing a canal and linking up with a Merseyside road scheme at Maghull.

The link will help to relieve the A59 Preston and Liverpool road and ease Ormskirk, Burscough, Newburgh and Parbold traffic. It will provide a faster link from the Mersey docks and Royal Seaforth Dock to the M6 for northbound traffic.
