Which of the following most accurately describes the problem?

A TOP LEVEL reorganization of rA British Road Services was announced this week. A new body, the B.R.S. Federation, has been set up to handle policy and overall control of the operating companies, and to carry out negotiations with trades unions. Mr. T. G. Gibb (formerly chairman of the B.R.S. Board of Management) becomes managing director and vice-chairman of the Federation. Sir Reginald Wilson, managing director of the Transport Holding Company, will initially act as chairman of the Federation.

The boards of the three main operating. companies have been reconstituted; they now each have a managing director but no chairman. Mr. H. W. Elliott (formerly chief traffic manager. B.R.S.) is managing director of B.R.S. (Pickfords) Ltd.; Mr. P. W. Swindells takes the equivalent post with B.R.S. (Parcels) Ltd., and Mr. C. N. Christensen is now managing director of British Road Services Ltd. (the general haulage concern).

A Council will govern the B.R.S.

Federation. It will include Mr. Gibh, Mr. Elliott, Mr. Swindells and Mr. Christensen, three representatives from the Holding Company (one of whom will be the Federation chairman, Sir Reginald Wilson), and representatives from all B.R.S. operating companies as may be convenient.

The aim of the reorganization is to make each operating company increasingly responsible for its own affairs. "We want an organization that can think about transport, as well as •run it ", said Holding Company chairman, Sir Philip Warter, in London this week. "We must he ahead on transport matters instead of chasing our tails over day-to-day matters."

B.R.S. (Contracts) Ltd. will come under the general haulage activities and B.R.S. (Meat Haulage) Ltd., "may have to be brigaded with one of the three major companies."
