NORTHERN IRELAND environment minister Alex Attwood says he is conident the province will have its new O-licensing system by the spring. Attwood told Freight Transport Association representatives that the administration is on target to meet its April deadline to make every goods vehicle operator in Northern Ireland (including McCulla Transport, below), including own-account, legally required to hold an O-licence. Initial legislation designed for an O-licensing regime in Northern Ireland was passed in January 2010.
