Which of the following most accurately describes the problem?

A NEW crescent-shaped road should be built across South London in addition to improving the South Circular Road, the London Chamber of Commerce and Industry has told Transport Secretary Nicholas Ridley.

While it has welcomed the Government's plans to study various route corridors, including the South Circular, it believes this additional route would ease environmental pressure on the South Circular area and would help tackle economic decline on a line between Wandsworth and the Docklands development area.
