Which of the following most accurately describes the problem?

AN APPLICATION by Plant Services (Tempsford) Ltd. was amended in court and granted by the Eastern area LA, Mr. W. P. S. Ormond, on Tuesday. The original application was for three tippers conditioned: ash, hardcore, soils, fencing posts and other materials. The objectors withdrew when the condition was amended to civil engineering, construction materials excluding scaffolding and new bricks but including ash, hardcore and soils.

• IN a written decision, the North Western LA has refused an application by Harris (Holmes Chapel) Ltd. for three vehicles on A licence (CM. November 24, 1967). Two vehicles would have been surrendered from a contract licence. The applicants said the switch was sought to avoid raising rates but the objectors contended that they were uneconomic and there was sufficient transport already licensed.

Below: One of three Leyland Leopard coaches operated by Isle of Man Road Services Ltd. The vehicles are finished in the new livery of dawn grey and red and have Duple Willowbrook 41-seat bodies. The seats are a low-back design to give maximum visibility. During the summer the coaches are used for island tours.
