Which of the following most accurately describes the problem?

FARE increases of up to 4d a journey will be introduced by the Lincolnshire Road Car Co. from January 28. Approving the increases the chairman of the East Midland Traffic Commissioners, Mr. C. M. Sheridan, commented: "The Commissioners paid particular attention to the impact on the company's operating costs of the Govern merit proposal to increase the bus fuel duty grant from 10d. to ls. 7d. per gallon with effect from January 1 1969.

"Bearing in mind the additional burdens Which will be imposed upon the company by the proposed reduction of drivers' hours and the various bonuses and wage increases which will follow from the extension of o.m.o., the Commissioners did not consider that the future yield of the increased bus fuel duty grant was likely to make any material difference to the profitability or the• company's operations.

"The Commissioners did not consider that the company's financial position would benefit from the proposed Government grant towards the cost of purchasing new buses of approved design as such buses are likely to be considerably more costly than those at present purchased. Should any financial advantage be derived in the future by the company from either of these sources it would be taken into account when fixing fares in future years."

The increases, expected to produce £65,000 apply to fares of 6d. or more.
