Which of the following most accurately describes the problem?

A FIRST CONSIGNMENT of 20ft ISO freight containers has been delivered to Channel Road Services Ltd., the Hay's Wharf TIR ferry trailer subsidiary. The containers will be used for both groupage and full load traffic to and from various Continental destinations. CRS general manager, Mr. Michael Welsh, comments: "It is no longer enough for a company like my own to be confined to ferry trailer operations. We must think of ourselves as European distributors, and make use of the latest equipment and techniques to ensure our customers receive the most efficient and economic service possible."

Mr. Welsh believes that in many cases the present Freightliner service in Britain and between Britain and the Continent, the existing TERRE system between Holland, Belgium and Milan, and other planned rail services in Europe will undercut some con ventional TIR road operations so long as the final destination is close to a rail terminal.

Channel Road Services will initially experiment with various routes and combinations of road/rail transport for their new container service. For example, Scottish traffic will initially be moved to London by Freightliner, placed on TIR 8-metre flats and then conveyed to the Continent on roll-on/ off ferry.
