ON TUESDAY, government experts representing the Common Market states began the first of seven sets of meetings at which they are to draw up plans for implementing common transport policy proposals. The Council of Ministers' ruling on seven measures has • now become a formal undertaking to implement these by July 1.
The experts' working programme is: January 16 and 17, harmonization of social provisions in transport; Jan. 23, arrangements for State aid (subsidies and so on) in surface transport; Jan. 24, definition of rules of competition (monopolies, cartels, restrictions) applicable to transport; Jan. 30, the Community quota of 1,200 EEC road transport licences (additional to bilateral quotas initially); Jan. 31, forked rates system for international traffic; Feb. 7, completing the draft on social harmonization; Feb. 13 and 14, further meetings on competition rules and State aid.
