Which of the following most accurately describes the problem?

Last week I received a call from a haulier who wanted to tell me about an encounter one of his drivers had just had with Vosa. He was pulled over because of a faulty tail Light, and was promptly issued with a P09. OK, that's fair enough, rules are rules. But as the driver was changing the bulb, he noticed that the Vosa vehicle had only one working headlight. This was pointed out to the officer, with

the vague hope that his P09 would be retracted but it wasn't. Instead the Vosa officer asked if he could borrow the driver's tool kit. You can probably guess the answer!

This comes on the back of an even more unbelievable story I heard. A driver was pulled for only having a 43-minute break. Although he'd been on stop for the full 45 minutes, the Vosa officer had witnessed him spending two minutes of his break checking the vehicle's straps and curtains. Because this is deemed to be work, the driver was issued with a fixed penalty!
