Which of the following most accurately describes the problem?

CHESHIRE AGGREGATES has been given the green light to base four vehicles and four trailers at the Clwyd Concrete Products site in Llay Road, Wrexham, subject to conditions and undertakings: • the operator must provide the traffic commissioner (TC) with original bank statements and other financial documents that show it has access to the appropriate funds for the size and type of licence. These documents are to be received at the office of the TC in Leeds by no later than 30 March and must fully cover the month of February;

• following grant of the licence, the operator will be invited by Vosa to attend a new operator seminar. Each of the company directors will attend, and confirm in writing to the TC that they have attended the seminar within 14 days of attendance. H&M DISTRIBUTION can base 18 vehicles and 15 trailers at its site on the Sankey Valley Industrial Estate,

Newton-Le-Willows. AT A November PI in Welshpool, the TC made the following orders in relation to North Wales Haulage Services, based at the Penrhos Works, Holyhead: • the company's application to upgrade the existing licence to a standard international 0-licence was granted with the same level of authorisation as the existing standard national licence; • no disciplinary action was taken against the company's 0-licence. However, the company was warned that the required standards of holding an 0-licence must be maintained;

• no findings were made against the repute of transport managers Bernard Jones Murphy and Ann Doris Parry, but they were warned about the need to maintain high standards. H&P FREIGHTWAYS wants to remove from its 0-licence its sites at Tanhouse Garage, Tanhouse Lane, Widnes and

Halebank Scania, Pickerings Road, Widnes. It is also looking for authorisation to base 10 vehicles and 10 trailers at a yard in Gorsey Lane, Widnes. STARDES can remove its site in Bramley Vale, Chesterfield from its 0-licence. It has also been given the go-ahead for 32 vehicles

and 20 trailers at the Powerfind International site, in Staveley, Chesterfield.
