• A Cumbrian owner-driver, who changed his operating centre and his home address twice without notifying his local Traffic Area, has escaped with a warning at a Manchester disciplinary inquiry.

Ian Hands, of Appleby, admitted to North Western Deputy Traffic Commissioner Brian Horner

that he had not used his declared operating centre at Carlisle for nearly a year. Hands said that he was on the road most of the time and when not in use he parked his vehicle wherever he happened to be.

He also admitted moving from Carlisle to Bradford and then to Appleby without informing the Traffic Commissioner.

The Deputy TC was also concerned about mainte nance. DOT vehicle examiner Christopher Fear said that he had imposed an immediate prohibition on Hand's vehicle because the rear brakes were defective and out of adjustment.

Hands said he felt that the brake test results had been distorted by the fact that the vehicle was a Renault Magnum with a design weight of 59 tonnes—when he presented the unit only all the brakes locked up.

Edward Ferrance, service manager of Renault Trucks Leeds, said the brakes were self-adjusting.

They were stripped down before the vehicle was tested at Carlisle, he added, and there was nothing fundamentally wrong.

If he had known the vehicle was going to the test station they would have undertaken certain modifications to the brakes which were required to get such vehicles through the MOT test. Horner warned that Hands must use his nominated operating centre until an alternative had been granted.
