Which of the following most accurately describes the problem?

• Circumventing Switzerland on the way to Italy and the Balkans costs European hauliers nearly £340m a year, as the journey through France and Austria averages 210km longer, says the European Commission.

EU Transport Commissioner Neil Kinnock will attempt to make the Swiss lift their 28tonne ceiling on transit traffic from 1998 and will call for unlimited 40-tonne transit right from 2005.

In exchange the EU has stressed its commitment to the use of cleaner LGVs by raising the price of the Eurodisk, which covers the Benelux countries, Germany, Denmark and Sweden, to ECU2,000 (£1,500) per year for vehicles which are less environmentally and roadfriendly.
