Which of the following most accurately describes the problem?

THE BUS workers union are now more than ever taking the initiative to try to steer more Government money to the support of the bus operators. At a meeting last Friday with the TGWU, Dr John Gilbert, Minister for Transport, assured them that he and Anthony Crosland were fighting to maintain bus services at their present level.

The unions are pressing for direct grants to be given to both the NBC and SBG. This stand has upset the PTEs and municipal authorities who see their support falling behind that of the nationalised sector.
