Which of the following most accurately describes the problem?

• Conditions which would allow London's buses overall journey speeds (including stops) of 10 m.p.h. in the Central Area and 15 m.p.h. outside are among aims included in the just published GLC report A secondary roads policy. Currently, says the report, scheduled speeds, not often achieved, are 8 m.p.h. and 14 m.p.h. respectively. Buses will continue to be the universal local public transport, it is stated, and the secondary roads will be their key routes. Special measures "will also include bus bays at stopping places; buses-only lanes; special exemption from banned turns; and, possibly, traffic signals weighted in favour of buses".

The new GLC plan, giving a broad outline of a suggested policy for improving 1,000 miles of London's secondary roads, was published last week as a text for consultation with the London Borough Councils. Also recommended are Clearways for general operation throughout the secondary network; a ban on right turns at many intersections; central control of traffic by signals, linked to a computer in the busiest areas.
