Which of the following most accurately describes the problem?

• The Yorkshire deputy LA, Mr. M. Gosnay, has granted applications by 11 drivers for the transfer to them of licences held by their employers, Goodall Brothers, of Sowerby Bridge; the firm supported the applications.

Mr. R. Goodall said the owner-driver system had been on trial for 12 months, had increased efficiency and that a complete reorganization on permanent terms was planned. Were the application granted, four A licences and a B licence would be surrendered by Goodall Bros. Mr. Goodall also said that each driver would be paid £20 per week and that over the past 12 months drivers' profits had been about £2,000 each.

Mr. H. G. Hall, for the applicants, said that the firm would continue as an administrative organization and would form the link between customer and owner-driver. The firm would also continue to control the flow of traffic and would provide maintenance and garage facilities.

Mr. Gosnay said that during the trial period earnings had increased on average by £1,100, which was a startling difference. To refuse the grant would mean a decline in efficiency and service to the customers.
