Which of the following most accurately describes the problem?

• An association of owner-drivers and operators of small vehicles is being formed in Southampton by Trailer Clearance Co. Ltd.

Mr Alex Hammerstein, managing director of the company, told me, writes David Lowe, that they had been approached by one or two small operators to provide a central point through which all work could be channelled to ensure a regular flow and a full week's working.

Following a report in a local newspaper. Mr. Hammerstein received further inquiries and it is expected that the Association' will start with 12 members when solicitors have finalized the documents. Conditions of membership will include the need to pass all work obtained to the Association even if carried out by the originating member. All rates and discounts will be on agreed sales to prevent rate cutting and the agreement will include conditions of payment and the maintenance of vehicles in good order.

Operations of the Association will be restricted to small lots and special consignments in line with the activites of Trailer Clearance Co.
