Which of the following most accurately describes the problem?

CV registrations broke monthly records yet again in July, with 29259 new vehicles registered-up 3% on July 2003, according to the Society of Motor Manufacturers and Traders (SMMT). "As expected the commercial vehicle sector remains very strong, with excellent monthly growth through the year to date. The sector is on target to break the annual record at the year end with vans setting the pace." says SMMT chief executive Christopher Maegowan. "The strong economy means that there is room for more growth through the rest of the year. Interest hikes may temper the pace of growth in the longer term but will probably have little effect on this year's registration figures."
