Which of the following most accurately describes the problem?

failing in the first half of 2004 was more than 10% down on the same period in 2003.

Business solutions company Experian says 235 transport firms have gone under since 1 January, compared with 280 failures in the first half of 2003.

Across all sectors the number of business failures fell by 12%. Only the South-East and Scotland bucked the trend by recording 1.4% and 8% more business failures respectively. In all other regions failures declined.

Phil Cotter, MD of Experian's business information division, says the apparent improvement is due to changes in insolvency rules.
