Which of the following most accurately describes the problem?

REMOVERS are offering corrupt inducements to servicemen and civil servants to attract business, British Association of Removers general secretary Hugh Wilson claimed last week.

He told CM that some removers are now advertising inducements including cash discounts and massive Green Shield Stamps awards if business comes the way of certain contractors.

"Some civil servants and servicemen are charging the full rate to be paid to the remover, then pocketing the discount or the stamps," said Mr Wilson.

"Our concern is that this is a petty and corrupt practice which we don't want to grow. "Already the Ministry of Defence has stamped out this kind of thing and we want to see it stamped out altogether — including the East Anglian region where we have had many complaints about this practice," said Mr Wilson.

Some removers were advertising corrupt inducements in newspapers quite publicly "and these involve thousands and thousands of stamps with a considerable cash value," he said.
