Which of the following most accurately describes the problem?

A STATEMENT by Mr. R. G. S. 1-1. Hoare, chief information officer of the Ministry of Transport, should allay the fears of hauliers in northern Scotland about the appointment of Mr. lvb Townsend as Scottish Deputy Licensing Authority.

Referring to a report published in The Commercial Motor on July 29, which . outlined the reactions of hauliers to the appointment, Mr. Hoare said on Tuesday that Mr. Townsend had never held any position outside the Ministry of Transport concerned with licensing.

"After his retirement from the Ministry in 1957," said MT. Hoare, "he. accepted a part-time appointment with Road Services (Caledonian), Ltd., with the intention that he should carry out certain duties in no way connected with licensing. Even this intention did not fully materialize and after less than two months' part-time service on minor clerical duties, sickness interrupted the appointment, which was not resumed when Mr. Townsend recovered.

"The Minister is satisfied that so minor a past connection with a haulage firm could not possibly be held to prejudice Mr. Townsend's impartiality in his duties as Licensing Authority."

The Commercial Motor explained in its report that Mr. Townsend was well liked throughout Scotland and the Road Haulage Association Wen pleased to co-operate with him.
