Which of the following most accurately describes the problem?

• York City services were transformed last week when many of York City and District's routes were taken over by three other operators.

Reynard Buses has taken over four daytime services, six evening routes and some special services and off-peak routes.

Sunday services are split between YC&D subsidiary Target Travel and Hutchinson's of Husthwaite, with Target bringing in 10 more Renault S56 midis to run a daytime route, and Hutchinson's running a park-and-ride service.

Reynard's routes followed a successful tender to North Yorkshire County Council; they were set up at only four days' notice. Seven additional buses and 11 new drivers have been brought in to join the four Reynard buses already operating in York.

Hutchinson's is running four coaches on its week-day parkand-ride service for York City Council.

YC&D has reduced its conventional fleet substantially and now relies heavily on minibuses. About 22 full-size vehicles have been disposed of, leaving 20 in its fleet.
