Which of the following most accurately describes the problem?

• British-built recovery vehicles based on a speciallystrengthened 3.4-tonne Land Rover chassis will go into service in the Hong KongKowloon road tunnel, scheduled to be fully operational this year.

The rapid-response Land Rovers are fitted with Brimec's Towlift TL1 wheel-lift equipment, with gas accumulator load suspension and zinc-plated tubular steel wheel frames. The front of the recovery vehicles carry a rectangular steel buffer so broken-down vehicles can quickly be shunted clear of any incident.

The vehicles are powered by the manufacturer's 3.51 V8 petrol engine.

The body work incorporates a forward-mounted locker for storing loose equipment and is fitted with a spotlight and electric winch. The vehicles are equipped with a towing dolly for supported lift-and-tow operations. Land Rover's Hong Kong distributor Dodwell Motors is supplying the vehicles to the Hong Kong Tunnel Authority.
