Which of the following most accurately describes the problem?

• Appeals lodged by Cumberland Motor Services Ltd., Northern General Transport Co. Ltd., and United Automobile Services Ltd. against the decision of the Northern Traffic Commissioners, granting to Ernest Titterington and Son a road service licence for excursions and tours starting from Whitehaven to Hull Docks for Rotterdam, have been dismissed.

The Minister agreed with the views of her Inspector that the tour offered by the respondents was more suitable for the special needs of old people in several respects than the facilities which might be made available by any of the appellants, either separately or in conjunction with other operators.

She considered that the evidence as to the need for or desirability of the proposed service was sufficient to justify the grant made by the Commissioners, and she noted that, while a number of picking-up points had been authorized, the grant was limited in other respects by the services being restricted to old-age pensioners and to a vehicle allowance of two.

Like the Inspector, she felt that any abstraction of passengers from the appellants' services caused by the grant of this licence would be very small.
