Which of the following most accurately describes the problem?

• Rates of grants to assist in the removal of trees blown down in the January hurricane were announced by the Secretary of State for Scotland last week.

The scheme will be administered by the Forestry Commission and will be paid to those who bear the cost of transporting sawn logs from wind-blown trees to sawmills outside the counties.

Fifty per cent of transport costs in excess of 30s per ton up to a maximum of 20s per ton moved south from 15 counties, including Fife, Kinross, Perth and Stirling, will be paid. Seventy-five per cent in excess of 20s per ton, subject to a maximum of 20s per ton is the rate for logs moved north from seven counties in central Scotland.
