Which of the following most accurately describes the problem?

The official ceremony in connection with the • abandonment of the BacupRawtenstall section of the tramways of Rawtenstall Corporation took place on April 7th, this particular section being the last of the tram routes operated by the municipality.

After suitable speeches had been made, a procession, headed by the last steam tram to operate in England under its own power, proceeded to Rawtenstall. Two decorated tramcars were driven by the Mayor of Bacup and the chairman of the Bacup Tramways Committee to the boundary of their borough, at which point the Mayor of Rawtenstall and the chairman of the Rawtenstall Tramways and Electricity Committee took over the control of the cars on their last trip through their own borough.

Three of the Leyland 51-seater double-deck buses followed in the rear and, upon arrival at Rawtenstall, the official party ' left the tramcars and boarded the buses, later being entertained to tea by the transport committees of the two boroughs, when many references were made to the relationship between Bacup and Rawtenstall and to the progress of the transport department. Rawtenstall Corporation operates a fleet of 38 vehicles, all of which are of Leyland manufacture.
