Which of the following most accurately describes the problem?

• The Western LA on Wednesday granted an application to Mr L. E. Simmons, of Cheltenham, for a B licence to enable him to carry coal for a Midland firm. Mr Simmons said he already held two B licences to carry coke. coal and scrap metal.

Three objections were received but a British Railways representative was the only person who appeared at the inquiry to object.

It was agreed after an adjournment to let the two sides get together, that the licence should be granted to allow Mr Simmons to operate for the firm within a 150-mile radius of its base in Burton-on-Trent to

destinations other than coal concentration depots.
