Which of the following most accurately describes the problem?

• A traffic management scheme to relieve congestion and improve pedestrian facilities in the Victoria Coach Station area, has been approved by the central area board of the GLC's environmental planning committee.

The scheme is basically a one-way system round the coach station and is an extension of the successful scheme in use around the main line railway station. The present one-way working in Buckingham Palace Road and Ebury Street will be extended south-west to Semley Place, and Elizabeth Street and Semley Place will also become one-way. A number of coaches will be re-routed. In addition to this major alteration, various minor measures are proposed to simplify the traffic pattern and to help pedestrians, The Metropolitan Police are in agreement with the scheme.
