Which of the following most accurately describes the problem?

• All RHA areas are being strongly advised by the national executive council to set up a licensing and legal aid scheme. The council has accepted a recommendation by the executive board as to the minimum benefits that such a scheme should confer.

The assistance of a solictor nominated by the Association should be available to members in defence of, or to submit a plea of mitigation of, a prosecution relating to the operation of goods vehicles, this to apply to both employers and drivers.

An applicant for an 0 licence or variation should be entitled to legal representation in the traffic court if the application attracted an objection from a body other than the RHA.
