• All RHA areas are being strongly advised by the national executive council to set up a licensing and legal aid scheme. The council has accepted a recommendation by the executive board as to the minimum benefits that such a scheme should confer.
The assistance of a solictor nominated by the Association should be available to members in defence of, or to submit a plea of mitigation of, a prosecution relating to the operation of goods vehicles, this to apply to both employers and drivers.
An applicant for an 0 licence or variation should be entitled to legal representation in the traffic court if the application attracted an objection from a body other than the RHA. Legal assistance should be available to a member called to a cou'rt of inquiry to show why his licence should not be revoked, suspended or curtailed.
The scheme should be self-supportirq financially from fees paid by members.
Where a member received legal aid from a solicitor in another RHA area, fees should be met by the licensing and legal aid schemc of which the haulier was a member.
