Which of the following most accurately describes the problem?

• As the result of opposition by the RHA, the Ministry of Transport is to modify the form of the new rear markings on heavy goods vehicles, the regulations for which are to be laid before Parliament next month for effective operation as from October 11971, The Association's criticisms were based mainly on the impracticability of the proposals which have now been drastically overhauled. The "pattern" markings, which affect most vehicles, will be reduced in size and provision has been made for vehicles not suitable for standard markings.

As revised, the pattern markings are reduced from 1500mm to 1400mm; from 750mm to 700mm and from 150mm to 140mm. Long vehicle markings are unchanged.

Markings of non-standard shape are to be permitted in special cases when the total area displayed would need to be at least 1960 sq cm, the markings to be rectangular with a minimum height of 140mm and a minimum width of 140mm, in a pair of the same shape and size, with equal areas of reflective and fluorescent material in each margin and the angle of the stripes at 45deg.

The RHA technical committee is further suggesting that the regulations should apply only to new vehicles and that October 1 1972 should be the date for vehicles in use up to October 1971.
