Which of the following most accurately describes the problem?

• When an operator with wide experience of own-account and professional haulage turns journalist and later produces a guide for transport managers, the result is likely to be right on target. This is certainly true of a book to be published next week entitled The Transport Manager's Handbook, by David Lowe, Nunn TA, AKITA, AMBIM.

Conceived as a text for potential Transport Manager's Licence applicants, the book stands by itself as a reference work, whether or not the TML scheme is ever implemented. Its great virtue is that it combines simplified and readable explanations of transport law with a very practical section giving advice on vehicle maintenance, insurance, taxation and conditions of carriage. It backs this advice with actual examples of a maintenance contract, service and inspection forms. and insurance application proposals, policies and schedules.

The RHA conditions of carriage are given in full, and there is a section of appendice: listing such things as the cube weights ol commodities, the addresses and telephora numbers of police forces in Britain and th< location and telephone numbers of testini stations. There is an adequate index.

Unlike some other publications, thi: handbook concentrates on plain-languagt explanation of regulations stemming froir recent Acts, though it refers back to the oldei main enactments where necessary.

The publication is bang up to the minutt with the 1970 legislation in detail—even tt the 1970 Finance Act definition of recover vehicles in relation to trade licences (though a small point, the reference is wrongly giver as the 1969 Act).
