But setting a limit on fleet numbers for part-time managers is not a good solution, he feels. The issue, he believes, is where the fleets are, rather than their size: "I managed two fleets at the same time and I was also a dangerous goods safety adviser to another firm. One company had about 100 trucks, the other had 20.

"But they were within half a mile of each other and I saw them both every single day. It was not a problem because they were so close together. It's got to be based more on the geography of those fleets."
