Which of the following most accurately describes the problem?

• BBC1's Watchdog programme on Monday, on the dangers of trucks and the failure of the licensing system to restrain 'cowboy' operators, will have struck most viewers as a worthy, hard-hitting piece battling for the rights of consumers. Sadly, it was a one-sided, shallow and sensationalist attack on the road haulage industry.

Why "sadly"? because there are faults that need to be addressed. But simplistic rabble rousing is, to say the least, counter-productive.
