Which of the following most accurately describes the problem?

machine, It is not operated under an 0 licence, it is not plated and tested, and, as it .is run under a permit from the local council, it is not taxed. Does the driver need an hgv driving licence?

AThe licensing of heavy goods vehicle drivers is governed by Part IV of the Road Traffic Act 1972. Briefly, drivers of certain vehicles which are constructed or adapted to carry goods or burden of any description must have hgv driving licences. These vehicles are defined as a heavy locomotive; a light locomotive; a motor tractor; a heavy motor car; and a motor car which can draw a superimposed trailer (an artic unit).

You do not say what is the unladen weight of the vehicle you are operating but, in general, if it is over 3 tons unladen (a heavy motor car) or an articulated unit, then the driver needs an hgv driving licence.

Exemptions to this are contained in the Heavy Goods Vehicles (Drivers' Licences) Regulations 1969, ' but Regulation 28 contains no exemption for the type of vehicle you describe.
