Which of the following most accurately describes the problem?

A windscreen washer detergent made by D. P. Taylor Ltd. is prepared specifically for use in screen-washers. Called the X4, it is a carefully balanced mixture of surfactants which removes grease, dirt, salt. smog, road film and other hydrocarbons from windscreens and at the same time keeps the reservoir and hose lines clear. The additive also serves as a lubricant for working parts of washer pumps. It is completely harmless to paint finishes and does not "foam" on the windscreen.

A capsule of X4 additive lowers the freezing point of one quart of water to 30deg F, although it is emphasized that it is not intended to take the place of an anti-freeze solution. It is supplied in capsules which are hermetically sealed and it will keep in good condition indefinitely.
