Commissioners, said he felt that unless the three operators of excursions and tours in Halifax could come to some agreement in the near future, he would have to instigate an inquiry to see whether the Commissioners should not exercise their powers to achieve alignment of fares. "This is a last appeal for co-operation", said Mr. Robson.

This question was brought up during an application in Leeds last week by J. Sheard Ltd., trading as James Hoyle and Son, for 10 new picking-up and setting-down points to be used—together with its two existing intermediate points and three starting places—when local stage carriage services were not available. Sheard was also applying for seven additional excursions on its four licences.

The managing director, Mr. J. H. Sheard, said the facility was sought primarily to get passengers home late at night. Wherever one went from the centre of Halifax it was "necessary to walk up hill" and he had received many complaints from passengers arriving back at 2 or 3 a.m. who had had to walk home. Additionally, it was undesirable that drivers bringing back theatre parties should have to drive fast to try to catch the last bus.

The application was opposed by Hebble Motor Services Ltd. recently granted a similar facility for picking up early and setting down late at all its previously licensed points. Its manager, Mr. T. A. Dunstan, said discussions had taken place prior to both applications being lodged, but he felt Sheard's application "bordered on impertinence" in that it was asking for 10 new points to be authorized.

For Halifax Passenger Transport Department, also objecting, Mr. M. Lawrence submitted that as his client's application for consent to run an excursion to Hawarth similar to one Sheard was asking for, had been refused earlier in the week, the proceedings should be adjourned pending the appeal which had already been lodged.

The Commissioners granted the new excursions for throughout-the-year operation and early morning and late evening facilities for three licences starting from the centre of Halifax. However, regarding the licence starting from Southowram, this facility was withheld; the additional excursions were restricted to the period of operation designated as on the Southowram licence.
