Which of the following most accurately describes the problem?

• Following the conviction of 10 drivers at Altrincham magistrates' court last week (CM October 11) more charges were brought against drivers and companies on Monday as a result of checks carried out by the MoT earlier this year.

J. Sweeney employed by G. Sweeney Transport Ltd. and S. Seymour of W. Watson (Group Transport) Ltd. were both fined £20 with costs for four hours and records offences. On similar charges J. L.ennon of RAC Transport Ltd. was fined £25 and J. Banks of Hadfield's. Ashton-under-Lyne, received fines totalling £15.

Charged with operating an unauthorized vehicle, Harry Richardson Ltd., Batley, Yorkshire, was fined E5 with £5 13s costs.
