• An important proposal by the RHA and TRTA to the Transport Manager's Licence Committee to set up an administering board is revealed by the Industrial Transport Association in the current issue of its journal. The board would decide who should run courses, conduct examinations, grant exemptions, and issue certificates —and it would have Ministry approval.
The proposed possible syllabus (CM, Oct. Ii) for the transport manager's licence examinations falls into 11 sections and covers 52 subjects:—
DRIVERS' HOURS AND RECORDS: Basic rules; definition of driver, part-time driver, driving time etc.; exempt drivers; form of record (tachographs, when appropriate); method of completion; checking sylems.
LOADING: Law of safe loading; significance of plating, including gross weights and axle weights; elementary methods of guarding against overloading; notifiable alterations.
MAINTENANCE: Legal obligations; operators' inspections and maintenance records; frequency of inspection and maintenance; vehicles subject to annual test; principal points on which vehicles would be failed on annual test or roadside check.
CONSTRUCTION AND USE REGULATIONS: Markings; projecting loads; attendants; towing; smoke; noise; tyres; accidents; length and width of load; brakes; mirrors; seat belts; speedometers.
INSURANCE: Third-party liability; passenger insurance.
LIGHTING f Compulsory lights and reflectors; front corner marker lamps; lamps for projecting loads; direction indicators; head lamps; parking, with and without lights.
LICENSING: Quality licensing (legal obligations and procedure); special authorizations (legal obligations and procedure).
EXCISE LICENSING: Rates of duty; distinction between goods rate and private rate; trailer duty.
DRIVERS' LICENCES: Employers' legal responsibility; classes of licence; age limits; provisional licences; heavy goods vehicle driving licences.
SPEED LIMITS: Legal maximum; knowledge of average scheduled speeds.
MISCELLANEOUS: The transport manager should know the sources of information on: food hygiene regulations, carriage of dangerous loads special types movements, livestock movements.
It is pointed out that this is a list of possible subjects which has not yet been authorized.
