Which of the following most accurately describes the problem?

THE shortage of tippers in the

Bridgwater area was referred to last week by the Western Licensing Authority, Mr. S. W. Nelson, when he granted a B licence to Roads Construction, Ltd., for two vehicles, totalling 7 tons 7 cwt. British Railways objected.

Mr. Harold Thomas, an agent for the company, said they supplied materials to a new power station at Hinkley, and sought quarry materials, including tat-macadam, within 150 miles of base, and agricultural-produce and requisites within 10 miles.

The contract would last six years, and a new power station might then be started in the area. British Railways could not cope with the work, and at present he had 600 tons of materials waiting at the quarry for transport. The actual need was for about six vehicles.
