Which of the following most accurately describes the problem?

AN application by the East Kent Road Car Co., Ltd., for fare increases designed to help meet additional yearly expenditure of £80,000 was granted by the South Eastern Traffic Commissioners on Tuesday. The new scale, to come into effect on November 3, represents generally an increase of Id. on single fares up to .5+,d., and Id, on fares of 6d. and upwards.

The number of single fares affected is 10,860, about half the total. There will be proportionate increases in 540 relevant return fares, and on season and school tickets.

The chairman, Mr. H. J. Thom, referring to a suggestion that fare increases should be made only during the summer holiday months, mentioned the Commissioners' recent decision in the Isle of Wight, where there will he surcharges on bus fares in the four-month holiday period starting in June.

They had regarded the Isle of Wight as a very particular case, in which the island depended to a great extent for its well-being and financial soundness on the pleastire trade in the summer months, he said. The Commissioners would not entertain a similar application applying to anywhere on the mainland.
