Which of the following most accurately describes the problem?

YORKSHIRE haulier Gordon. Sleightholm of Malton, whose renewal application had previously been deferred until he produced his vehicle to a vehicle examiner, had his licence renewed by the Yorkshire deputy Licensing Authority N. F. Moody at York last week.

Mr Sleightholm operates a fleet of four vehicles and five trailers. On October 21 the DLA refused to renew the licence until arrangements had been made for the fleet to be inspected.

Mr Sleightholm had corn plained that a demand from the vehicle examiner that he should inspect the fleet on one day was impractical (CM October 8).

Vehicle examiner John Pickering said he examined three vehicles and three trailers on October 27. The fourth vehicle was away and could not be seen.

All the vehicles had recently been tested and there were few defects. Any defects were rectified on the spot.

While the vehicles were generally satisfactory he was concerned that spot checks in January and February had led to the imposition of prohibitions. In fact in 1974 seven immediate prohibitions and two defect notices had been placed on Mr Sleightholm's vehicles.

In evidence Mr Sleightholm said the fourth vehicle had been delayed in Birmingham. The majority of the prohibitions had been imposed on vehicles in British Sugar Corporation factories for spring damage resulting from the use of "sleeping policemen".

After Mr Moody had commented that the number of defects recorded appeared to show the lack of an efficient maintenance system Mr Sleightholm said he personally checked the vehicles weekend.

Vehicles were ins every three weeks and t every four weeks. His v had gone through fiv checks this year in oth fic areas without a hibition being issued.

Saying that he wa prepared to renew the for a two year peri Moody warned Mr S tholm that the prohibi remained on his recor that any future prohi could lead to considera disciplinary action.
