Which of the following most accurately describes the problem?

MANUFACTURERS should make more pieproduction vehicles available to the larger user so that proving trials could be completed before mass production started. This suggestion was made at a seminar held last week in Glasgow by the Scottish centre of the Institute of Road Transport Engineers. It came from the chairman, Mr. S. F. Gregory, transport manager for British Bakeries (Scotland)Ltd_ And it was approved by the panel: Mr. William Errington, general manager of the Scottish branch of Keith Shipton and Co.; Mr. James Moore, district engineer, Scotland, BRS; Mr. Ronald Cox, general manager, Edinburgh Corporation Transport Department; Mr. Stanley Hill, fleet service supervisor, BMC; and Mr. F. M. Bannantyne, assistant controller for Scotland, Ministry of Labour, Edinburgh. A questioner observed that some commercial vehicles up to 20 years old in some cases were more dependable than some new vehicles. Mr. Moore said that it was probable that the modern vehicle was "the most unreliable" for years. Mr. Cox said that when one bought a new vehicle one paid for the ultimate in quality control. This one was not getting. And to obtain spares quickly was almost impossible. A NEW Boden semi-trailer type known as the Mark 3 Skeletal is now available in tandem and tri-axle form. The design is such that the entire weight of the container is carried through the four corner castings, so avoiding the need for the bottom of the container to rest upon the trailer side members for even load distribution.

The containers are attached to the trailer by means of Boden ISO' locking devices which are so designed that they can be moved from one position to another, permitting the carrying of containers of various lengths. The accompanying photograph shows one of three tri-axle skeletals produced for Wake Bros (Haulage) Ltd., Hull, for use in connection with overseas ferries. It is carrying an International Ferry Freights container.
