Which of the following most accurately describes the problem?

MANCHESTER Corporation transport

committee at its meeting on Tuesday decided to continue to withhold its fee for membership of the Federation of Municipal Transport Employers. The committee is dissatisfied with the amount of say it is allowed on federation policies.

Membership fees of the federation are based on turnover and Manchester, which has to pay a sizeable fee, asked for more say in return. This was not forthcoming. So it adopted its non-payment policy two months ago. Meanwhile, the chairman of the transport committee told COMMFRCIAL MOTOR that there was no truth in reports in the national Press that Manchester was considering giving its busmen staff status.
