Which of the following most accurately describes the problem?

REFERRING to the operating radius as having been "sensibly and properly reduced from 50 to 15 miles", the West Midland Licensing Authority, Mr. J. Else, granted five tippers on B licence to Brennan and Murphy Ltd. in Birmingham on Monday.

M. D. E. Skelding, for the applicant, said he had advised the company to reduce the radius to 15 miles and the vehicles would be engaged in the carriage of building plant and materials and excavated materials.

In support of the application, Mr. J. G. Cains, sales manager, Greyhound Concrete, of Birmingham, explained that his firm needed tipping vehicles to collect ready-mixed concrete to deliver to some 50 sites within the Birmingham area and that to hire vehicles he had had to go as far afield as West Bromwich.
